SHEILA S. CLOUD NAMED DIRECTOR OF INSTITUTIONAL
AND PROGRAM SUPPORT AT MARSHALL CENTER

Sheila S. Cloud has been named director of Institutional and Program Support at the Marshall Space Flight Center in Huntsville, Ala. She replaces Grady Sherman Jobe, who earlier this year became director of Science and Engineering at Marshall.

In her new position, Ms. Cloud will oversee more than 130 employees in three offices -- Facilities, Informational Systems Services, and Environmental Engineering and Management.

She will be responsible for the direction and management of the Center's institutional resources, including computer systems, communication networks, facilities and a comprehensive environmental program.

Joining the Marshall Center office of the Chief Financial Officer in 1983, Ms. Cloud early on became involved in the development and execution of the NASA budget.

In the office of the Chief Financial Officer, she has held a number of positions: In 1990, she was named deputy director of the Institutional Operations Office; in 1992, director of the Operations Office; and in 1995, director of the Institutional Operations Office.

Since 1996, she has served as director of the Resources Management Office, where she has directed planning for all processes leading to development of the Center's annual budget.

Ms. Cloud is recognized throughout NASA for her expertise in resources management, serving on teams such as the Office of Space Flight Task Team that re-engineered the budget structure for space flight programs; the Infrastructure Review Team that made a comparative institutional capability analysis of the four Office of Space Flight Centers; and the Agency Full Cost Initiative Working Group.

Beginning in 1989, she served for a year as executive assistant to two Marshall Center directors -- J.R. Thompson and Jack Lee. During that assignment, she routinely dealt with institutional matters at virtually every level of NASA management.

This year, Ms. Cloud received NASA's Financial and Resources Management Improvement Award, recognizing her leadership in planning and implementing a full-cost environment at Marshall. She also has been awarded the NASA Exceptional Service Medal for her contributions to improving the planning and management of NASA's resources -- particularly the infrastructure.

A native of Decatur, Ala., Ms. Cloud holds a bachelor's degree from the University of Alabama in Tuscaloosa, and a master's in business administration from Alabama A&M University in Huntsville, Ala. She is also a graduate of the Simmons College Graduate School of Management in Boston, Mass., where she completed a program for developing executives.

Ms. Cloud is a member of the National Space Club, the Huntsville-Madison County Chamber of Commerce, and a graduate of the Leadership Huntsville-Madison County program. She is married to Huntsville attorney Earl Cloud Jr., and has two sons.
